Overheating / New Radiator? Radiator Flush?

I have a 1994 9000 CSE. It can't seem to maintain a reasonable temperature on a warm day. Even at highway speeds if I get into the turbo the needle go right up almost to the red. I replaced the headgasket when I got the car, got the saab cooland, flushed and reflushed with prestone flush. I even removed the radiator completely and soaked it in some solvent (carb cleaner). I've read a lot of posts that mention buying a new radiator. Is this the only solution or can I clean this radiator with some other solvent?
