Sorry for the simple stuff, but here its best to list the simplest stuff first.
I timed my Fast & Slow wipes / minute and they are 59 / 40 respectfully.
If yours is slower than that on both measure the voltage at the motor connector. Red slow and Green is fast feeds to the motor. I say this as your slow wipe speed could be because of a resistive stalk contact or connector feed thru. Or the ground return can be a poor connection and will show up as a readable voltage on the wire / terminal ring at the grd bolt. Motor finds grd at G2 on print which is behind battery tray on wheel well and to get there goes thru the two pin conn. at the motor mentioned earlier.
I can't recall anyone having similar problem with motor but the stalk switches are the highest suspect. If you have done all that: sorry to go that route.
Don't know of the manufacturer for the motor or if anything crosses. I do know from experience the cut rate chain auto supply houses sell very questionable rebuilts that are not worth the effort. 2cents worth.
