BPC Solenoid disconnected???

In my 94 9000 Aero the BPC solenoid is disconnected, the electrical plug in was unpluegged and the 3 vaccum lines have been "T" lined together? What would be the purpose for the previous owner to do this? I purchased it from a dealer, it was a trade in. The prongs from the solenoid have been capped off with rubber stoppers, so someone put some work into it to make this change. Just wondering if it has any bennefits or if I should replug the lines back in. Thanks
