Fuel filter -
In your year, the fuel filter is located under the car, just forward of the right-hand rear wheel. There may be a plastic cover. I like pulling the fuel pump pump fuse to drop the fuel pressure - start the car, and pull the fuel pump fuse. Shut off the car when the engine quits. I like leaving the fuse out. Heck, I like removing the negative lead from the battery, too. And keep a fire extinguisher handy.
Shortening the actuator rod will only do so much - As the Trionic manual says, "Increasing basic boost pressure above the specified value will not result in a higher boost pressure, as the adaptive function will adjust the maximum boost pressure down to the nominal value (negative adaptation). So if all is well, the Trionic will bring the boost back down in a little while.
Of course, that assumes the BPC is operating properly. If you've got full boost but the BPC isn't working right, the APC system won't be able to adjust the boost properly. Downside? if your engine starts to knock, the APC can't do anything about it, and you risk punching through a piston.
Yeah, troubleshooting sucks, but there ain't no free lunch here. If you bypass systems, you put your engine at risk. This isn't meant to be a nagging - your engine, your decision.
2.7 ohms is about right - and as Gavin says, that tells you that you have continuity. No biggie, but a good test nevertheless.
