I had the same thing my 88 9000T failing not too badly at 25mi/hr on nox! after a new Ox sensor, all other sensors, new aftermarket cat for $140 at Autohausaz.com, it still failed. the guy said nox number goes up from HEAT generated by the engine: more heat, higher nox! Need to cool off!! I had the radiator cleaned for $70 at Radiatorland, and the guy put the big fan in front of the car (routine in CA), and passed!!! I don't think I needed the new cat, it may have passed with the clean radiator, plus new fan thermo switch, but it passed with new cat, new O sensor, clean radiator and the big fan!! Good luck!!
