Help my poor 9KT pass emissions

I've been fighting to get my recently purchased '92 9KT to pass emissions. I actually got a waiver a few weeks ago and don't have to get it tested again for two years but I would like to have the problem solved. It's failing on hydrocarbons...the limit here in CO is 2.5 and I'm down to about 2.9 (was 6 before replacing the cat). I've been told that a realistic value is about .5.
Two problems that I've noticed pretty quickly:
changed the spark plugs (used proper ngk plugs, gapped to 1.1 mm) and within two weeks had black soot on them
very uneven acceleration in the mornings and sometimes wanting to stall if I don't let up off of the accelerator...goes away after a few miles and won't happen again until the next day
small oil leak near the oil filter (barely noticable)
I've read a few things here about it possibly being the fuel pump or the check valve...maybe the DI cassette also. I don't want to just throw money at it without knowing what the problem is. It has just over 200K miles and runs great other than the morning thing. I know that the head was rebuilt about 20,000 miles ago and the turbo was replaced with a rebuilt one not too long after that. The O2 sensor was replaced about four weeks ago.
There is a very good indy in the area but I'm running out of money for this and need to do as much labor myself as is possible.
I guess what I really need is some solid troubleshooting techniques to help me get to the root of the problem here. I'm pretty mechanically inclined but don't know jack about Saabs. Any assistance at all would be greatly appreciated. Thanks.
