Advise on refinishing wheels

I have a set of 16" Aero wheels with the usual pitted and flaked polished lips.The grey centers are in great shape,though.I'm looking for some help on refinishing them myself and tips on exactly what to use.
I found an earlier thread where someone did the same thing..he used Aircraft remover to strip the plastic coating and then sanded the lips and polished with a buffing wheel.I'm not familiar with the compounds that you would use for those steps,and what to do about buffing around the inner lip without scuffing the grey centers.Should I get a dremel tool and a small pad?
