of lingering moisture in a car in the winter. With the windows up, there are often not enough air changes, to equalize the humidity of the inside air with the outside air. As a result, things don't dry out. Snow from your boots, the frost you scraped off the inside of the windshield, moisture exhaled by people, weather changes, short trips, all contribute to persistent humidity inside the car which evaporates and recondenses as the interior temperature goes up and down.
