You are right, base boost is mid-yellow. With the line to the wastegate disconnected, you should get off the scale boost and power. I have had a wastegate stick open. Lube with something that will stand the heat (CRC Powerlube)and work it back and forth. If you look from underneath, you'll see where the rod runs from the diaphram to the pivot point. I used a vicegrips on the pivot bar to move it enough to free it up. The flat bar should move freely, with some resistane from the return spring.
Does your guage show vac at idle, or does it just sit in one place? If it doesn't move either way, it could be hose or connection going to gauge. If you show propper vac but no boost, either you have a frozen turbo, or you're losing your boost before it gets to the intake manifold.
A hooter valve or dump valve can't be checked visually. You need a vac pump/guage to apply vac to the control diaphram. You should a
see the valve open, and it should hold vac, not lose it.
If you don't have a vac pump, disconnect and plug the control line going to the valve. See if this makes a difference
