Disconnecting the waste-gate actuator rod will only give base boost. I'm not sure what the poppet valve is, but disconnecting the actuator rod means the waste gate, which opens from the turbine housing, will not close. If you've disconnected the hose from the BPC and still get base boost, perhaps your actuator is bad - there should be some tension on the rod, that is, you shouldn't be able to push it in or out very easily. Hopefully, this is the problem, as a new actuator is much cheaper than a turbo rebuild.
