It is possible, not easy though, to drill out broken studs. Anders and others have written many posts on the subject. $350 for drilling out 2 studs sounds expensive.
If you are not using significant amounts of oil, and the engine runs well, leave the head on and keep driving is my opinoin.
Maybe try someone else with more experience with toos&dies than your Indy, as his skills are likely in electronics or some other areas of servicing Saabs.
