I can check this on my car, since I currently have an tap wired into the sensor signal, but I believe the ECU biases the signal to the 0.5V level when the O2 sensor is cold, which is probably what you're reading on startup. The sensor is essentially an open circuit until it warms up to operating temperature; after it heats up, it starts delivering a voltage indicating the oxygen levels being sensed.
It may be that your engine is running rich, and sensor is showing that- Do you have any other indications that it's running rich, such as appearance of the plugs or exhaust?
Ari's tests to drive the fuel mixture lean should tell you if the sensor is bad or if it's just correctly indicating a rich mixture.
On a somewhat related topic, has anyone ever tried to disconnect one or more of the gang-fired injectors as a means of testing for something like overly high fuel pressure? Seems to me that could be used as an aid in diagnosing, by decreasing the fuel delivered per cycle. If the O2 sensor signal is then able to cycle high/low, that would indicate a fuel mixture problem.
