First - what year, engine, model? Many differences between '85 and '98.
Second - need a definition of terms. Cranking is usually the same as turning over. I am assuming that the engine cranks (spins), but it doesn't 'catch' - ignition starts, and you can release the key from Start and leave it at On.
Does the tachometer needle bounce when you crank the engine? That may be a hint, depending on the year of the car.
Does anything Sound different when cranking? A different engine sound, like a huffing?
I assume that you've done a visual inspection under the hood, looking for the obvious things - big hoses fallen off, distributor cap or wires off (if it is a distributor car), that sort of thing.
