early signs of governor seals failing?

My 92 9K turbo just began to start out in 2nd gear first thing in the mornings and then gets better but shifts way too early into third and does not shift out as easily when needed. From reading past posts on this problem it sounds like I'm looking at governor seals begining to fail? Changed the filter and fluid just in case even though it only had 4,000 miles since the last change. The trans has 60,000 miles on it. Any other thoughts?
