I repaired the bumper and air dam on my 1994 using a two-part kit, similar to an epoxy glue, made by 3M specifically for repairing bumpers: 3M™ Automix™ EZ Sand Flexible Parts Repair Kit 05895. The kit was two fairly large tubes, cost about $38, ordered it through my local NAPA store.
I don't know if the air dam material is the same on the 1991, but the stuff worked great on my car. You can apply it with a "spatula" (you can make one out of a plastic milk bottle if you like), smooth it on, and sand it afterward, which will require paint. My bumper had a clean crack, I managed to get it looking pretty good without repainting it. I patched both items on the back with some fiberglass cloth embedded with the glue for extra strength.
