I would replace/repair the caliper. The rip in the boot means dirt and moisture have gotten in, and can cause the piston to stick.
There is no reason to replace the other caliper. Calipers are not wear items - they should last the life of the car, with good maintenance (regular brake fluid flushes) and absent damage (like a ripped boot). If the other one is in good shape, then there is no reason to replace it.
Pads or rotors should be replaced in pairs, to make the braking response even. But calipers either squeeze or don't.
