This is usually caused by a bad "hooter" valve. [ turbo bypass valve] located at the inlet of the turbo. It allows high press air in the inlet manmifold to go back to the turbo when you decelerate. Take the line from the solonide just in front of the Batt. that goes down to the valve and suck on it, if it doesn't hold vacumn, the valve is bad.
