The Ford solenoid does NOT replace the Saab solenoid. In theory, a Saab solenoid gets weak after a period of time as does the wiring system and will no longer work with anything less than about 12 volts. A new one will still work with less voltage. What the Ford solenoid does it takes full voltage straight off the battery and sends it to the Saab solenoid. After mounting the Ford solenoid, the big lug gets power from the battery, the Saab spade terminal gets disconnected from the Saab solenoid and wired into the Ford small lug, and the second small lug goes to the Ford.
In this case, you are getting voltage at the small spade terminal on the solenoid when you turn the key, right? In that case, you can pretty well assume the neutral safety switch is good. If you turn the ignition swith on (with the car in park of course), put a jumper wire between the big lug on the starter (that goes to the battery) and the spade terminal on the starter that's right next to it (the one that has the wire on it, yellow I believe) . If anything else happens other than the car turning over, then the starter/solenoid is shot. Chances are it's the solenoid....when they go bad, it is usually intermitent for a while.
