It sounds fishy that the turbo isn't "very peppy" anymore. That could be anything from a simple adjustment of the wastegate (free) to a complete turbo change (could be over $1,000).
Also, you don't say what mileage it has, but $3600 is a lot for a '93. I wouldn't pay more than like $2800 for a '93.
As for the year, '93 is an oddball year, and I'd avoid it. From a tuning standpoint, many tuners don't offer packages for the '93 year since it was different than other years. From a maintenance standpoint, since '93 was different, you may have trouble finding used parts. Also, I believe the block is different in '93.
I'd keep looking for a '95 or newer Aero that doesn't have a turbo issue.
