Yes, the ring should be able to move up and down freely so that it can be at where the current coolant level is. If it is at max, then the ring is at its highest point. If you push it all the way down, it should light up the check radiator light. Since your light is on all the time, it is most probably the sensor. Unplug the sensor and see if the light will go off. If it goes off, the sensor is bad.
The heat issue is a whole different problem. It can be many things, but I had the same thing, warming up initially and cool down after every time the engine gets hot. It was because of the thermostat. In these cars, the thermostat closes the passage to the heater core when it is fully open. What I do is use a modified thermostat for winter, which does not have the endmost plate. Another way to solve it is drilling a big hole to the endplate.
But, I would tackle the light issue first.
