I had the same experience on my new (to me) 92 9000T. I could drive around Denver metro all day, no problem. As soon as I started up the long hill to Lookout Mountain, the car would cut out one or more times. Sometimes many. A poster on alt.autos.saab suggested the solenoid valve on the firewall. Turned out to be the vacuum hose from that solenoid valve to the TCS. It did not look that tired, but ever since I replaced it (cost = $1.10 or so) the car has behaved perfectly, even on steep hills at 11,000 feet!
Check all vacuum hoses, solenoid valves and check valves associated with the TCS. If not that, it may be much more expensive but check the cheap stuff first.
