In your year, there is an interlock with the transmission shifter so you can't turn the key unless the car is in Park. So first, make sure the car is in Park. Then try wiggling the shifter some while trying to turn the key. And you may also want to wiggle the steering wheel (need an extra hand?). But it could be the shifter interlock. I'd work that before working on the tumbler.
As I remember, you don't need to remove the wheel The steering column is a 'clamshell' of two pieces of plastic. Remove the screws underneath, drop the adjustment lever down, and you should be able to release the two plastic pieces. You'll then get a view of the tumbler. If you see a fat cable - not an electrical cable, but a sheathed cable like for a parking brake going to the back of the tumbler, that would the interlock.
