Brake bolt snapped off

While doing a brake job, the bolt with the plastic black cover on top snapped in half. The remaining piece of the bolt is still in there, flush with the outside.
How can I remove this -- is it safe to drive with it like that?
Someone has got to know what I'm talking to about, when you take off the wheel, it's sticking out from the top left of the brake system.
If anyone can help me, thanks.
