The gauges (and the cars) are variable but in addition, cars before say '94 - like yours - have much more sensitive temperature gauges than later ones. Saab realised people were getting spooked by the movements and made the gauge much less responsive until things get really hot.
Having said that, and having had a '93 car in the past, I think you're right to keep this under review and in particular to check if the reading shoots up when you put the engine under stress. Also keep checking coolant level and looking for oil in the water or the other way round. A car with your mileage may be ready for a new head gasket. Personally, I wouldn't change to the lower thermostat without good reason because you might then be overcooled, which is bad for your engine and mileage.
