My bet is the A/C compressor clutch is frozen, but with that bold statement, with the belt removed, reach down and spin the pulleys on the alt, and power steering- I will be amazed if they are the culprit, the water pump likewise doesn't have enough mass to freeze the engine but it could be, then try to rotate the a/c pump- it should spin freely (they all should. Check the tensioner pulley. If they all spin freely, then turn the key on, but not to start. Go back and attempt to spin the a/c compressor it still should spin. If it does not, turn off the A/C and try. If it spins with the a/c off, then the compressor start delay is not going into effect and the compressor is attempting to run immediately when the key is turned on. But my guess is that you will find the clutch/compressor is frozen.
