What/how exactly doe the TCS safety valve do?

What does the thing on the firewall with the 2 vacuum lines really do? What is the standard engine running mode, is it voltage applied?
On my '92 9kt with 216k miles on it, I've been having TCL LHM problems. It kicks in when I'm accelerating. Right now, it looks like the throttle body isn't getting any vacuum. Testing the safety valve resistance, I get 30 ohms. I tested the one on the drivers side, and it also tests 30 ohms. Swapping the 2 doesn't solve the problem.
Testing the vacuum routing on the valve shows it sucks from the bottom when no power is applied. And no vacuum passes when power is applied. The throttle body bellows pulls correctly when I bypass the valve.
So, do I really have 2 bad valves? I don't recall the cruise control ever giving me a problem. And how dangerous is it to bypass the safetly valve?
