To state the obvious (sorry) you need all the pulleys, and the tensioner - and the belt - otherwise nothing works. If a pulley is loose you are probably about to lose the belt.
Don't know what car you have, but assuming you have an engine with balance shafts, there's only one belt for everything and you can trace the components by following the hoses. The alternator is behind the engine and the power steering pump is below it (hose from fluid reservoir goes down behind the engine). There is an idler pulley in there too. The A/c compressor is at the front, high up, and the water pump is below it, both with appropriate hoses. Tensioner is halfway back, above the crankshaft pulley.
For a clearer view, take off the right-hand front wheel and remove the inspection panel or the whole wheelarch liner.
