Posting for the second time in as many days, folks. The CPS bounce test IS NOT A VALID TEST FOR CPS FAILURE.
Many relevant (91-93 in USA) cars exhibit NO movement of the tach when cranking. Not to name names of people who have erroneously replaced a CPS owing to non-bouncing tach, but it rhymes with Ravid Mingram. At the time there were three such cars in our fleet, one 92 and two 93s, and none of them even so much as twitched their tachs at startup. The fault in the car in question was a fuel pump; the others ran just fine.
Any cars built from the 94 model year on would also be ineligible for the bounce test because their CPS is of a different type.
I would focus on the fuel pump and spark to positively identify, or at least "hunch" your way toward, a bad CPS.
