My 1988 9kt wouldn't go up from ~11 volts until it had been running for a few minutes- no change in output from things like the headlamps though. I replaced both the voltage regulator and then alternator and the problem persisted.
My 1990 9kt would stay at ~10.5 volts until I revved the engine above 3100rpm. The car would actually drain the battery until it was revved, then it would begin charging.
