The stiffness means that the throttle is in backup mode - you are actually feeling the spring tension in the throttle. If this is an automatic - avoid driving for any length of time since the shifts 'bang' into gear and is hard on the ol' tranny.
This may sound like a simple solution - but - check the fuses? There's one that feeds the TCS directly in the fusebox (fuse #15 I think).
