You seem to have multiple failures somewhere; if you were blowing the fuel pump fuse, that would indicate you were getting power from the FP relay.
AFter you replaced the FP and fuse and it didn't start, did it still blow the fuse? You didn't mention that still happened, so I assume it didn't blow.
If it did blow, and you're running off a 25A fuse now, with the fuel pump fuse rated at 20A, you may be at a high threshold. If it ran off fuse 22, which is a lower 15A rating, then it's probably not overdrawing, but make sure you were drawing power downstream from the fuse rather than at the supply side, which makes the fuse rating irrevelant.
If you can, make a measurement of the actual draw from the FP to make sure it's within limits. If you're no longer using a fused line to supply power, it could be trouble. You might have had an intermittent short in the harness, which is a possible reason why it might persist after changing pretty much everything.
