With a rebuild of this magnitude, it would be highly doubtful that the turbocharger is the root of these symptoms and you may have other culprits to look for.
The turbocharger employs piston ring type oil seals and will need to have minimal oil levels within the bearing housing when in service. If oil levels rise, pressures will also increase increasing the chance of oil bypassing (forced oil passed piston ring seals). Make certain that the oil return has a free path of flow (no dents in return line, oil levels are under "max" on oil dipstick). Also, any pos. crank case pressures can/will cause restriction to the return of oil from the turbocharger which can lead to these same bypassing symptoms. Make certain that the crank case vent. (plastic elbow within the valve cover) and attached hoses are not pinched. The one way check valve (white and grey plastic valve installed onto vac. line before/at crank case vent.) should also be checked to insure that it is functioning. If pulling it's vac. line from the intake manifold, you should not be capable of blowing through the open end of this line.
For a quick test of crankcase vent. with regard to the turbocharger, pull the engine oil dipstick with the engine at idle. If smoke in the exhaust subsides after 10-15 min, the engine is not getting enough crankcase vent.
