The voltage regulator is on the back of the alternator, it has a set of brushes that get worn down. Its white with a black center with two screws that hold it in. Depending on the model year, my 94 & 95s shows 14.X volts in the dash when its running.
I would pull the battery and if you have or can borrow a good battey charger, let it charge overnight. If your battery isn't the sealed type, how does the water level look in each cell? Add distilled water if the cells look low.
The other alternative is to get a shop to check your whole charging system and then go from there. Don't know if there is a good Saab indy mechanic in your area.
