No electronic throttle because no TCS, '96 on.
The only way an engine can accelerate is if it has more air coming in. You can add more fuel, but without the right amount of air, the engine will choke and die. Only three ways to get more air:
Throttle plate held open - Idle control valve - air leak.
In '97 there is no Air Mass meter - it uses the MAP sensor, so an air leak after the throttle plate could cause extra fuel and a faster engine. Highly unlikely that it would go away with a throttle tap.
The idle air control valve doesn't have a lot of authority - it can provide additional air, but not a lot. It only needs to be able to control idle for changes in load like the A/C. It was designed specifically NOT to be able to give really high RPM.
My guess - the throttle linkage hung up. There just aren't any mechanisms that can cause the engine to increase in speed AND power without letting in more air, and the only real way to add more air is through the throttle plate attached by a cable to the accelerator.
I'd check the plate for binding. Lube the cable. Make sure the accelerator pedal isn't hanging up on the rug.
Ever since the "unintended acceleration" debacle with the Audi 5000, car manufacturers have put lots and lots (and LOTS) of design effort into designing it out. But you can't design out a throttle stuck open.
