In '95 and later, Saab changed the software that drives the temp gauge. In all the 9000's, the temp sensor doesn't directly drive the gauge - it is 'adjusted' by software in the EDU. In '95 and later, Saab changed the software so that the gauge basically goes to about 7 or 8 o'clock, and stays there. It doesn't move even when you're sitting in traffic. The temperature is still going up, but the software takes things like vehicle speed into account. If the engine does get too hot, the software recognizes this and sends the needle up to the red.
Saab did this because everyone would fret when the needle went near red at idle, and complained to dealers.
So, how do you tell if you have a stuck open thermostat? Darn hard. Basically, on a cold morning, set the heater temp to High when the gauge gets up to its normal setting. Are you getting heat? If so, all is probably OK. If you aren't getting much heat, the thermostat can be stuck open.
