that's where I would look. These check valves have a rubber diaphragm that disintegrates with age and the chemicals in washer fluid, but they are easily repairable once you can get to them. For the three front check valves that I have already repaired, I used a piece of lightweight bicycle inner tube, others have used latex gloves, etc. - just pop off the cover, clean, install a new piece of rubber, close.
