The clarified repost from below.
My first (and second) guess is a bad ground at the rear turn signal clusters. With a bad ground, current flows where it shouldn't, causing lots of things to light up that shouldn't. It can come and go if it's on the edge. Also, if your parking lights and/or brake lights are on at the time impacting it points to a bad ground.
Clean up the grounds at the rear light clusters - the black wires that go off to a ground lug on the chassis. Unbolt, brighten up both surfaces with some sandpaper, and bolt back down.
It can also be the front turn signals, but it's usually the rears. Do the rears first, and see if that helps.
