If your ACC works fine and you are not getting sufficient heat, the problem may be with the thermostat. I just fixed the low heat problem on my wife's 94cs turbo by replacing the thermostat last week. The thermostat wasn't stuck open, prbably just opening too soon.
It could also be with an ineffective heater core. But if you flush the cooling system regularly that should not happen.
A typical working 9k will never have insufficient heat. The 9k is a great winter car as we all know.
