Cruise Control fluctuation

I have a 1994 9000 CSE. Recently, while climbing hills with the Cruise Control engaged, the car accellerates then slows down, accellerates and slows down. It does this constantly till I reach a level area.
I have noted that there is not much if any change in RPMs, but there is an obvious change in the Turbo Boost, at least it is felt and shows on the guage.
I would appreciate any assistance that could be offered.
