Yes, you should remove the excess. Lubrication is accomplished by two methods; 1, via the oil pump and 2 via splashing of the crankshaft (the latter lubricates the cylinder walls). Too high an oil level inhibits splashing. Also, it would result in poor gas mileage.
Removal can be very easily accomplished by siphoning from the oil filler tube. I use a clear tube to keep an eye on the siphoning process so that no oil gets into my mouth. A piece of cake.
