There are two parts to the tensioner - the spring and the damper. The spring isn't very hard - it's all the damper, which is why it's pretty easy to move slowly.
Step 1 - press you finger on the belt half-way between the tensioner pulley and the AC pulley. I recommend doing this when the engine is off. The belt should be pretty tight. You shouldn't be able to deflect the tensioner at all pressing down. This assumes you are pressing like a normal human, not a professional wrestler.
As the others have mentioned, start the car and watch the tensioner pulley. It will jiggle a little as the engine runs. That's normal. Just about 1/8 inch or so. When the AC kicks in, the pulley should move to a new location as the load changes. If the damping is good, it'll move to the new location smoothly and resume the jiggle there. If the damper is bad, the pulley will oscillate back and forth a few times before settling down to jiggle.
Or if it's bouncing around - not jiggling, but bouncing (how's that for tech speak!), the damper is shot.
