1990 9000 ABS Problem

Read prior treads and followed prior advice from Ari. Here is what I have done:
1) Pull ou the ABS Hyd relay, and measure resistance from pin 87 to ground. It should be a very low resistance (a couple of ohms or so). It is very low.
2) With the relay out, measure the voltage on pin 30. It should be 12 volts, even with the car off. Had 12 volts
3) (car still off) jumper pins 30 and 87 on the relay panel. The ABS pump should run. It ran.
4) OK, the pump runs - now what? Remove the jumper. Swap out the ABS Hydraulic pump relay with another relay. If the ABS pump runs when you start the car and hit the brakes, then the relay is bad. Did this with new relay and still does not run.
5) If not, shut things off and remove the ABS Hyd relay. Measure the voltage on pin 86. It will be zero. It was zero.
6) Start the car - it should go to 12 volts or so. If not, Start suspecting the ABS main relay. Did NOT get 12 volts, I swapped out the ABS Main relay with a new one and still no luck.
Where do I go next.
