It didn't happen to me personally, but to a friend. The pump is actually a pump assembly - there is a pump motor, that connects to the output of the pump assembly with a short piece of hose. If that hose falls off, the pump motor just pushes the fuel around in the tank and it never gets out.
I'll bet that if you pull the pump out of the tank, you'll find that the short piece of hose between the pump motor and the top of the assembly has fallen off or split.
