If I've gone through the hassle of removing the starter, I'm putting in 'new' parts. I'd replace everything.
As to 'new' - a rebuilt is just fine. Starter motor technology is going on 100 years old and most all of the mystery is gone. I'd have no problem going with a rebuilt.
There are a variety of parts where I will gladly accept a rebuilt - starters, alternators, and brake calipers. In all three cases, the main cost is the large metal bits that don't really wear out. A good rebuild will machine up any rough or rusted surfaces and replace gaskets, etc. I'd go with a vendor I trust - a local autoparts store or automotive electrical shop. There are a lot of electrical shops that do their own rebuilds. If they have a good warranty, that's about the best you can hope for. They are going to go with decent suppliers, because they don't like returns - the shop/store will have figured out who is and isn't good.
