I'd start with just doing a solder re-flow on the existing grounds. The problem can be solder joints failing due to vibration. Solder is an great electrical conductor, but a lousy mechanical connection. If that doesn't do the trick, yes, just solder on another ground wire.
As to the lamps - what does the EDU voltage read when driving around? If you see a voltage much over 14.4 volts on a consistent basis, then the Voltage Regulator is bad. That overvoltage will make the bulbs quite bright, and also short lived. Not good for the electronics, either. Even if the EDU says a normal voltage (mid to upper 13s, over 14 with a cold car), stick a voltmeter on the battery when the engine is running and compare that voltage to the EDU reading. I've seen EDUs read off by quite a bit.
