I use a jack stand or ramps to make it easier.
There is a black plastic panel that attaches to the front air dam and the plastic panel under the front of the engine. It should be obvious which piece to remove. It clips in, and there are a couple of 10mm bolts.
The fog light bulb is a standard one (H3 I think) with a little pigtail and connector on it. It is held in with a clip made of springy steel. The clip, and the light housing where it sits are both prone to corrosion, so you may find the bulb is OK but the corrosion is interrupting the ground. This has been the case on both sides of my '96.
Clean up the corrosion in the socket where the bulb goes and the clip with sandpaper/emery cloth or other abrasives and put in the bulb. See if the lights work, and be sure to wiggle the springy wire clip to make sure they stay on.... before you button it all back up. Remember not to touch the bulb glass with your bare fingers, as the oils from your hands will shorten bulb life.
These are only mediocre fog lights, but aren't as bad as some. The inside of the lens tends to get crudded up over time and needs to be cleaned. Have to do that on mine, but access is terrible.
