That is bad rust scale, growing in from edges and center of the rotor, gradually eating away the smooth iron travel surface of the pad, replacing it with iron oxide. Brake function is greatly reduced obviously.
Two years, really? You drive in some nasty salty conditions I bet. Does the car sit a while between uses?
With one of the two pads pulled, tap the pedal to see if the piston extends from the caliper, and that it returns when pushed back in. If boot is intact and piston travels through its proper area of motion smoothly, then rusty or not I'd say the caliper is good.
You need new rotors and pads again obviously. Turning isn't recommended and you'd probably need to take too much off to get back to good iron.
