The 1995+ cars use one of the the engine temp sensors in the cylinder head, processed through the EDU, to control the fan relay.
Note that the earlier cars had a "stay on for several minutes" relay that often stuck on, draining the battery. At some point, SAAB issued a service bulletin to replace the relays with a "dumber" version. If your 1998 car happened to have its fan control relay replaced with one of the old ones, this may be the source of the problem.
