You did not have to take the throttle body off to make the measurements, but I guess since you did it thats OK. One of the key measurements is the safety switch measurement. I believe it is pins 3/5. As long as that measurement is changing properly from 27K to 500 ohms when you open the throttle and all of the other readings are approximately right, that should rule out the ETB. I am writing this message from memory, so I may be off on some of the numbers I am quoting. If your throttle is checking out good, I would not mess with opening it.
I experienced a problem where I could not start my car like you are experiencing. Plugs were wet, spark from DI good. The safety switch on my ETB was stuck at 27K. I believe the safety switch in the ETB has to be approximately positionally aligned with the saftey switch in the pedal potentiometer. If not the computer senses the problem, probably commands limp mode, and my car would not start for anything.
