You might have 1/4 tank in there, but if you park on a hill, it will read lower, and, depending on how steep the hill is and how low you are, there might not be fuel at the pump pickup. That means the engine has run out of fuel.
Both lights indicate that you need to get gas. That's what you should do.
Another option is to coast the car down the hill to a place that is flat. I suspect it'll start at that point, but make sure it is not in a precarious place just in case it's something else.
